Electrical Safety at Work: Fixed Wiring, Portable Appliances and Your Duties
The Quiet Hazard in Every Workplace
Every workplace runs on electricity, and because it is invisible and silent, familiarity breeds complacency. Yet electric shock, burns and electrical fires remain a persistent cause of serious harm at work. The encouraging news is that almost all electrical incidents trace back to a handful of preventable causes: damaged equipment, amateur repairs, overloaded circuits and neglected installations.
What the Law Requires
The Electricity at Work Regulations 1989 require employers to ensure that electrical systems are constructed, maintained and used in a way that prevents danger, so far as is reasonably practicable. The regulations do not prescribe test frequencies or certificates. Instead, they expect you to take a risk-based approach and to be able to show your systems are safe. In practice, that breaks down into three strands: the fixed installation, portable equipment, and the way people actually use electricity day to day.
The Fixed Installation: EICRs
The wiring in the walls, distribution boards, sockets and lighting circuits should be inspected and tested periodically by a competent electrician, producing an Electrical Installation Condition Report (EICR). For most commercial premises an interval of five years is typical, with shorter intervals for harsher environments such as industrial units, kitchens and premises open to the public. The report classifies any defects; C1 (danger present) and C2 (potentially dangerous) items need prompt remedial action, and it is the follow-up work, not the report itself, that keeps people safe.
Portable Appliances: Testing With Common Sense
Portable appliance testing, widely known as PAT, is often misunderstood. There is no law that says every item must be tested annually. The legal duty is to maintain equipment so it is safe; combined inspection and testing is one way of achieving that, at intervals you choose based on risk. Sensible practice:
- User checks before use: a quick look at the lead, plug and casing for damage. This catches more faults than formal testing.
- Formal visual inspections: periodic checks by a trained person, including removing the plug top where appropriate.
- Combined inspection and testing: at intervals matched to the equipment and environment. A kettle in a busy site cabin needs attention far more often than a desktop monitor in a quiet office.
Keep a simple register of equipment and results. It focuses the programme and gives you evidence of maintenance.
Everyday Habits That Prevent Incidents
- Take damaged equipment out of use immediately and label it so nobody plugs it back in
- Avoid daisy-chained extension leads and overloaded sockets; fit more sockets where demand is permanent
- Fully unwind cable reels under load to prevent overheating
- Use RCD protection for outdoor equipment and consider reduced low voltage (110v) tools on construction sites
- Only allow competent persons to repair or modify electrical equipment; taped-up leads and rewired plugs by enthusiastic amateurs cause real harm
- Include electrical safety in inductions so new starters know how to report defects
Bringing It Together
A proportionate electrical safety regime is not expensive: an EICR on a sensible cycle, a risk-based appliance programme, and a workforce that reports damage rather than working around it. Problems arise when none of the three exists and nobody notices until something overheats.
